All-terrain vehicles race about legal areas of the Coral Pink Sand Dunes State Park near Kanab, Utah. Southern Utah counties are rapidly claiming any track through public land as a highway under Revised Statute 2477, a provision of the 1866 Mining Law that allows highways on undesignated public land. ATV enthusiasts and other back-country road users stand to benefit from the claims. Environmentalists hope to stop the development for fear of losing pristine wilderness to possibly-destructive recreational vehicles. (Kevin Moloney for the New York Times)
